CUSTOMS & EXCISE SPECIALIST

My client, an extremely successful Global drinks business based in Dublin is looking for an experienced Customs & Excise Compliance Specialist to join their team in Dublin.

This is a standalone role, reporting to the GM and will be responsible for ensuring all customs & excise requirements are met. They will be the contact for customs & trade matters for materials imported and products exported. They will engage in regular communication with all key stakeholders both internally and externally.

Role & responsibilities:

  • Single point of contact on all customs and trade compliance matters.
  • Provide guidance to company employees on import/export compliance issues.
  • To introduce, agree and manage inward and outward processing duty relief procedures and implement a detailed customs declaration process to support reporting requirements.
  • Review shipping documentation and customs invoices for accuracy including valuation, commodity classification, and country of origin determination on an ongoing basis.
  • Review and provide accurate commodity code/Taric information and expertise, provide market-specific regulatory requirements for import/export declarations.
  • Design and implement full documentation audit program with internal teams/approved brokers.
  • Design and implemented full metric reporting to capture and provide visibility of customs clearance service level agreements.
  • Monitor Customs Community Directives and regulations, aligning business processes to comply with changing requirements.
  • Interface with C&E/Government authorities as required., conduct annual SEED verification checks.
  • Monitoring of free trade declarations and assisting with reviewing new countries / products to be shipped under free trade agreements (FTA).
  • Maintain country of origin data to support FTA analysis and provide support for regional export and import license application processes.
  • Manage allocations and comprehensive bonds/licenses across all sites to ensure applicable cover is in place. Make sure all bonds/licenses are valid and up to date.
  • Maintain AEO (Authorised Economic Operator) status and to coordinate AEO revenue audits.
  • Monitor and provide detailed input to Brexit planning group.
  • Provide updates to GM Supply Operations and other relevant stakeholders, as required on Customs & Excise topics and key performance metrics.

Skills & experience required:

  • Business/ International Trade Degree or suitable qualification. 
  • Min. 5 years’ experience in Customs and Trade Function within large multinational, consultancy or brokerage environment with an understanding of fundamental Customs and Trade concepts (customs clearance import/export, inward processing regime/reporting, classification, valuation, preference, origin).
  • A good understanding of Customs regulations including UCC, Customs Regimes, Customs systems-AEP/EMCS, Customs reporting, WTO, WCO, FDA and a good understanding of Customs Declaration Requirements.
  • Strong Analytical skills with strong attention to detail.
  • Be organized and manage multiple priorities in a high-pressure organization.
  • Proven process improvement background would be an advantage.
  • Self-motivated, with the ability to organise own daily work and be flexible to adapt to changing demands and time pressures.
  • Demonstrate attention to detail and a pragmatic approach to data analysis and problem-solving.
  • Ability to create and maintain strong business relationships e.g. internal, Customs & Excise, Government & Trade Regulatory Agencies.
  • Auditing skills and an ability to collate and analyse often complex information.
  • Self-motivated with excellent communication and interpersonal skills.
